This Research Center was established on August 1, 2012 as a first-level administrative unit of the University. Foreseeing the trends of international and cross-strait higher education developments, Chancellor Chuan Lee initiated the establishment of the Center to promote exchanges with Mainland China institutions to foster cross-strait academic and educational collaborations. From the inception of the Center, Professor Kai-Huang Yang was appointed as Center Director.

Missions
(1) To conduct research on cross-strait issues.
(2) To analyze the dynamics of higher education in Mainland China.
(3) To organize academic conferences, forums and speeches.
(4) To promote cross-strait, inter-institution academic exchanges.
(5) To provide research findings and recommendations to support university affairs governance in response to cross-strait dynamics.

Activities
(1) To organize one to two academic conferences annually.
(2) To host one to two speech events annually.
(3) To conduct related multiple forums and panel discussions.
